Import / Export Narcotics: A Comprehensive Guide by the NARCOTICS CONTROL DEPARTMENT

Required Documents for Application

To apply for importing or exporting narcotics, you need to submit the following documents:

1. Application form (IMPORT)(*for entering Japan)

  • Application form for Narcotics (Sample provided)
  • Application form for Stimulants’ Raw Materials (Sample provided)

2. Application form (EXPORT)(*for leaving Japan)

  • Application form for Narcotics (Sample provided)

  • Application form for Stimulants’ Raw Materials (Sample provided)

  • When submitting an application form with an electronic signature, please indicate so in your email.

  • If you plan on taking leftover medicines back to your country after your stay in Japan, make sure to submit an export application form.

  • If guardians or parents are filling out the application on behalf of underage persons, they should fill in the name field of the application form with the name of the person who will actually be taking the medicine. In such cases, please clearly mention in the margin of the form, followed by their signature, that the parent/guardian filled out the form on behalf of the underage person.

3. Medical certificate

You will need to obtain a medical certificate from the doctor who prescribed your medicine. The medical certificate must include the following information:

  • Your name

  • Your current address

  • Necessity of medicine for your treatment

  • A list of your medicine, including doses and strength

  • The signature of the prescribing doctor

  • The date of issue of the medical certificate

  • Please note that Nurse Practitioner’s or Physician Assistant’s signatures are not valid on the medical certificate.

  • If the doctors have signed the medical certificate with their electronic signature, please indicate so in the medical certificate or your email.

4. Photos of the package of your medicine or relevant documents

We require accurate information on your medicine, especially the name and strength.

Application Procedure

To submit the above documents, you can choose from the following methods: e-mail, FAX, or mail.

  • If you live in Japan, submit the documents to the Narcotics Control Department responsible for the area where your domicile is located.
  • If you are hospitalized in Japan, submit the documents to the Narcotics Control Department responsible for the area where the hospital is located.
  • If you are entering Japan, submit the documents to the Narcotics Control Department responsible for the area where you are arriving. If your entry airport and departure airport are different locations, please ensure to submit your application forms to the NCD office covering the entry airport area.

You should submit your application at least 14 days prior to your travel. In case of urgency, please contact us.

Note

When entering or leaving Japan, it is essential that you carry your medicine with you. Sending your medicine to or from Japan or entrusting it to other people, such as your family, is not permitted. Please present the “IMPORT CERTIFICATE/EXPORT CERTIFICATE” to an officer at Customs for inspection and documentation.
